Every mobile phone brought into Pakistan, whether in your luggage, shipped from abroad, or bought locally as an imported device, must be registered with the Pakistan Telecommunication Authority (PTA) through the DIRBS system. Under FBR Valuation Ruling No. 2035/2026, effective January 16, 2026, assessed customs values were reduced for a range of used and older smartphone models, meaning used or refurbished phones may now be taxed less than their original launch-era assessment.

CNIC vs. Passport Registration

This is the most-asked question about PTA tax, and the difference can be significant on expensive phones:

  • CNIC registration is available to Pakistani residents and allows up to 5 devices per calendar year at the standard tax rate.
  • Passport/NICOP registration is available to overseas Pakistanis and travelers, typically for one device per trip within a limited window after arrival and generally carries a lower rate, sometimes 15-25% less than CNIC.

On flagship devices, this gap can mean a difference of Rs 25,000 or more. If you are eligible for Passport registration then it is usually the better financial choice. Separately, under the Personal Baggage Rules, overseas Pakistanis are also entitled to register one phone completely duty-free per calendar year, distinct from the standard reduced Passport rate, subject to travel proof and PTA’s current documentation requirements.
